APPLICATION FOR FINANCIAL ASSISTANCE

Applications for financial assistance from MOE and Whitley Secondary School Advisory Committee are open. Please note the following when making applications to the financial assistance schemes for needy pupils.

1. Applications must be made using application forms which are available from the school office.

2. Application forms must be duly completed and accompanied by all supporting documents. All forms are to reach the school office for processing. Incomplete forms will result in delays in processing of the applications.


MOE Financial Assistance Scheme

Eligibility Criteria:

Pupil is a Singapore Citizen and meets one of the following conditions:

(a) The family’s Gross Household Income does not exceed $1,500 per month for families with one or two children, and $1,800 per month for families with three or more children or,

(b) The family is in receipt of social welfare aid (i.e., RUAS or PAS) and the head of household has an official registration pass for social welfare aid.


Types of Assistance:

- Full waiver of School Fees and Standard Miscellaneous Fees
(2nd Tier Miscellaneous Fees are to be paid by the pupils and can be done using their Edusave. All applicants must apply for payment of the 2nd Tier Fees through Edusave. If you have not applied for payment of the 2nd Tier Fees through Edusave, please obtain a copy of the application form from the school office.)

- Textbook Grant – textbooks and workbooks in the approved book list.

- 75% waiver of “N” or “O” level exam fees including mother tongue language and subjects taken at separate sitting. [Subsidy for recipients under the MCYS-Public Assistance Scheme will remain at 100%.]

Whitley Secondary School Advisory Committee (SAC) Financial Assistance Scheme

Eligibility Criteria:

Pupil of Whitley Secondary School and meets the following conditions:
(a) The family’s gross household income does not exceed $2,200 and
(b) The pupil shows positive learning attitude.

Types of Assistance:

Depending on the needs, the pupils may receive one or more of the following types of assistance:
(a) Pocket Money
(b) Transport Subsidies
(c) Textbooks
(d) School Uniforms

5. Household income is the total income of family members who stay in the same household or who contribute to the income of the household. Gross income is income including allowances and employee’s CPF contribution.

6. Please submit all supporting documents which include:
(a) photocopies of identification documents, showing address of residence of household members,
(b) latest pay slips/income statements of household members,
(c) photocopies of latest examination results, showing conduct and attendance of pupils.
(d) CPF contribution history for the last 3 months of household members if they are unemployed or odd-job workers.

7. A letter will be issued to inform you of the outcome of the application as well as the types of assistance your child will be receiving from MOE/Whitley SAC only after the relevant approvals have been obtained.

8. Disbursements for the pocket money and transport subsidies will be made through GIRO to the fee-paying account commencing February 2009. We encourage you to sign up for GIRO to enable disbursements of the subsidies. No cash disbursements will be made by the school office. Copies of the GIRO application forms are available in the General Office.


MINISTRY OF EDUCATION FINANCIAL ASSISTANCE SCHEME

ELIGIBILITY CRITERIA

Pupil is a Singapore Citizen, and meets one of the following conditions

a) The family's Gross Household Income does not exceed $1,500 per month for families with 1 or 2 children, and $1,800 per month for families with 3 or more children; or .

b) The family receives social welfare aid under the Public Assistance Scheme (PAS) and Rent and Utilities Assistance Scheme the head of household has an official registration pass for social welfare aid; or

c) The pupil is an inmate of one of the welfare homes or organisation shown in Appendix A 1.


EXPLANATORY NOTES

(a) Household Income is the total income of family members who stay in the same household or who contribute to the income of the household. Gross income is income including allowances and employee's CPF, contribution.

(b) Maintenance income received by divorcee is to be included in household

(c) National Service allowance earned by NS men is not to be included in household income.

(d) If the income earner is on no-pay leave for a specific period, he/she is not unemployed. His/her monthly income in months when she/he was not on nopay leave should be assessed.

(e) Severance compensation and insurance payment are not to be included as household income.

(f) For pupils who have no parents and are under the care of their relatives, the relative's income would have to be taken into consideration if he/she is a legal guardian of the pupil. :

(g) If a family member is unemployed, he. needs to submit a letter declaring that he has been unemployed since MMM YYYY.

(h) Siblings in the same school can submit all their applications using one single form.


TYPES OF ASSISTANCE

(a) At the Primary level
• Full waiver of Standard Miscellaneous Fees
• Textbook Grant - text books and writing materials in the approved booklist.
• 75% waiver of PSLE fees [Subsidy for recipients under the MCYS-Public Assistance Scheme will remain at 100%.]

(b) At the Secondary level
• Full waiver of School Fees
• Full waiver of Standard Miscellaneous Fees
• Textbook Grant - text books and writing materials in the approved book list
• 75% waiver of "N" or "0" level exam fees including mother tongue language and subjects taken at separate sitting. [Subsidy for recipients under the MCYS-Public Assistance Scheme will remain at 100%.]

(c) At the JC/Cl level
• Full waiver of School Fees
• Full waiver of Standard Miscellaneous Fees
• Bursary of $500
• 75% waiver of "A" level exam fees including mother tongue language and subjects taken at separate sitting. [Subsidy for recipients under the MCYS-Public Assistance Scheme will remain at 100%.]
